Minneapolis-based Xcel, which has served Boulder for a century, is fighting back. David Kenney, a political consultant whose clients have included former Gov. Bill Ritter and Gov. John Hickenlooper during his days as Denver mayor, is working on Xcel’s campaign. “We are trying our message out, and we will spend what we need to,” Kenney said.
