Steve moved to Boulder in 1966 to study mathematics as a graduate student at C.U. He built his solar heated home here in 1975, and worked to create of Boulder\u2019s \u201csolar fence\u201d solar access ordinance in the early 80\u2019s. More recently, Steve pushed the idea of a city-wide \u201ccarbon tax\u201d that was passed by the voters in 2006.
