{"id":9993,"date":"2012-03-02T20:01:14","date_gmt":"2012-03-03T03:01:14","guid":{"rendered":"http:\/\/www.boulderblueline.org\/?p=9993"},"modified":"2012-03-02T20:03:09","modified_gmt":"2012-03-03T03:03:09","slug":"response-to-plan-boulder-on-boards-and-commissions","status":"publish","type":"post","link":"https:\/\/www.boulderblueline.org\/?p=9993","title":{"rendered":"Response to PLAN-Boulder on Boards and Commissions"},"content":{"rendered":"<div id=\"attachment_9992\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.boulderblueline.org\/wp-content\/uploads\/2012\/03\/muni_w_plaza.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9992\" class=\"size-medium wp-image-9992\" title=\"muni_w_plaza\" src=\"http:\/\/www.boulderblueline.org\/wp-content\/uploads\/2012\/03\/muni_w_plaza-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/www.boulderblueline.org\/wp-content\/uploads\/2012\/03\/muni_w_plaza-300x224.jpg 300w, https:\/\/www.boulderblueline.org\/wp-content\/uploads\/2012\/03\/muni_w_plaza-1024x766.jpg 1024w, https:\/\/www.boulderblueline.org\/wp-content\/uploads\/2012\/03\/muni_w_plaza-400x299.jpg 400w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-9992\" class=\"wp-caption-text\">photo courtesy City of Boulder<\/p><\/div>\n<p>Letter to Boulder City Council sent on March 2, 2012<\/p>\n<p>(In the <em>Blue Line<\/em> web site) I read the <a title=\"plan-boulder letter on boards and commissions appointments\" href=\"http:\/\/www.boulderblueline.org\/2012\/02\/15\/boards-and-commissions-appointments-2\/\" target=\"_blank\">recent letter<\/a> from PLAN-Boulder County Board of Directors addressed to the Mayor and the Boulder City Council suggesting that city boards and commissions not \u201cbe overloaded with development professionals.\u201d\u00a0 I believe that this is a gentle way of recommending that these professionals not be appointed.\u00a0 I take this opportunity to critique the letter as part of my support for appointing design professionals on boards and commissions.\u00a0\u00a0 I am a retired architect and was on the Planning Board and Landmarks Board for five years and speak from that experience.<\/p>\n<p>\u201cProfessional judgments are provided by city staff. &#8221; (Quotes are from PLAN-Boulder County\u2019s letter.)<\/p>\n<p>Not so, the city staff are professional administrators.\u00a0 They also craft the zoning zone code to meet the intent of the City Council who is responsible for initiating policy and code. The staff\u2019s role is not to initiate policy.\u00a0 The role of the boards is to consider policy issues and design projects and then make recommendations to the decision makers, the City Council.\u00a0 Here design professionals have been effective in raising perceptive questions to the staff which often help other board members formulate their questions.\u00a0 Thus this elevates the level of the board\u2019s discussion by clarifying issues.<\/p>\n<p>\u201cOversight\u201d<\/p>\n<p>Staff and the City Council are in need of feedback by the community in a representative government.\u00a0 Design professional board members are also members of the community and as such, are expected to state their opinion.\u00a0 My experience is that an individual design professional\u2019s opinion may differ from other design professional\u2019s opinions in much the manner that any citizen\u2019s opinion differs from another citizen\u2019s viewpoint. An appropriate design professional shares the goal of all appropriate citizen board members of moving Boulder toward always being a great place to live.<\/p>\n<p>\u201cInclusiveness\u201d<\/p>\n<p>I agree that the city\u2019s decision process should reflect the entire community.\u00a0 Therefore there should be a combination of qualified non-design professional citizens as well as qualified design professionals on appropriate boards and commissions.<\/p>\n<p>\u201cCommitment\u201d<\/p>\n<p>\u201cThe best that we can hope for is to have people who are committed to make sound decisions based on the best information available at the time.\u201d\u00a0 I agree heartily with this statement by PLAN-Boulder County.\u00a0 Design professionals can contribute to the soundness of a board\u2019s decisions.<\/p>\n<p>\u201cPerspective\u201d<\/p>\n<p>PLAN-Boulder County wrote: \u201cIt is desirable to have members of the lay public on boards&#8230;\u201d\u00a0\u00a0 Yes, I agree with the importance of having \u201cmembers of the lay public\u201d on boards and commissions.\u00a0 Design professionals bring their individual opinion along with professional interaction with consumers, the citizens who are affected by the city codes.\u00a0 Any board member who has built-in biases and is not open minded is not an appropriate board member.\u00a0\u00a0 This section does not argue against including any design professional on boards and commissions.<\/p>\n<p>\u201cLeadership\u201d<\/p>\n<p>PLAN-Boulder County wrote: \u201cThe boards and commissions are training grounds for future elected and appointed positions.\u201d\u00a0\u00a0\u00a0\u00a0\u00a0 The boards and commissions are <strong><span style=\"text-decoration: underline;\">not<\/span><\/strong> primarily training grounds for future elected and appointed positions.\u00a0 Their full attention should be on the issues of the board or commission that they are on.\u00a0\u00a0 They\u00a0should not be influenced to make a decision meant to benefit their future plans for a higher office.<\/p>\n<p>In summary, I support design professionals being on boards and commissions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Letter to Boulder City Council sent on March 2, 2012 (In the Blue Line web site) I read the recent letter from PLAN-Boulder County Board of Directors addressed to the [&hellip;]<\/p>\n","protected":false},"author":633,"featured_media":9992,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4],"tags":[105,82,11,126],"class_list":["post-9993","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-opinion","tag-architecture","tag-boards-and-commissions","tag-city-council","tag-plan-boulder"],"_links":{"self":[{"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/posts\/9993","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/users\/633"}],"replies":[{"embeddable":true,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=9993"}],"version-history":[{"count":6,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/posts\/9993\/revisions"}],"predecessor-version":[{"id":9999,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/posts\/9993\/revisions\/9999"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=\/wp\/v2\/media\/9992"}],"wp:attachment":[{"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=9993"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=9993"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.boulderblueline.org\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=9993"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
