The council met to discuss both the franchise itself and the city&#8217;s options to put one of three types of utility taxes on the ballot. Though the question of the franchise was resolved, the issue of the &#8220;occupational tax&#8221; will be postponed to a second reading on Aug 17.<\/p>\n<p>As an issue so integral to Boulder&#8217;s energy future, the public hearing was saturated with high tensions and aggressive opinions. Residents and demonstrators from a proceeding protest gathered in the audience decked with yellow shirts calling for council to keep Boulder&#8217;s options open.
